Dr. Michael Curtis is an energy and development expert, with close to 50 years of experience spanning fields of environmental engineering, international development, energy policy, and academia. Retired from the U.S. Agency for International Development (USAID), he currently teaches graduate courses on international development and energy policy at George Mason University.

Dr. Curtis has led energy programs for USAID in Moldova, Central Asian countries, Pakistan, and sub-Saharan African countries. Under his leadership, these programs assisted developing countries in transitioning to a clean and secure energy future through enabling policy and regulatory reforms, modernizing power infrastructures, adopting clean energy technologies to lower greenhouse gas emissions, fostering private investments, and building institutional capacities. Previously, he was an Acting Deputy Assistant Administrator in USAID’s Africa Bureau, where he worked closely with the White House’s National Security Council in formulating President Obama’s U.S. Strategy for Subsaharan Africa and the Power Africa Initiative.

Before joining USAID, Dr. Curtis worked for the U.S. Department of Energy as the Director of the Office of Technology Analysis. He was the lead author on a number of publications for the International Energy Agency, the Organization for Economic Cooperation and Development, and the U.S. Climate Change Technology Program, and served as the Department’s lead on technology transfer programs and policies. Dr. Curtis has a Ph.D. in Public Policy from George Mason University.
